They seem to be very rare, i did 2.5hrs of gathering at pilgrams and got 1. A friend got ~20k trash from stars end mobs and got 0. If you do the dailies its 15 dailies to get 1. So 1k blackstones and not getting one doesnt really seem like enough to expect one. I could see 1k being the average needed for 1.
